Govt Urged To Create Online Dashboard To Monitor Accounts Receivable Collection

KUALA LUMPUR, Oct 7 (Bernama) -- The government has been urged to develop an online dashboard to enable the status of efforts to collect the Federal Government’s Accounts Receivable (ABT) to be monitored regularly.

Datuk Mohd Isam Mohd Isa (BN-Tampin) also proposed that information from the dashboard be presented regularly in Parliament.

“This should be implemented to the fullest extent possible because the people want to see the government’s commitment to collecting money that rightfully belongs to the country and which can be spent on various development activities,” he said while debating the motion on the Auditor General’s Report (LKAN) 2/2026 in the Dewan Rakyat today.

ABT refers to money that is due to the government but has yet to be received, including tax and non-tax revenue, loans to state governments, statutory bodies, companies and individuals, as well as other debts or claims.

According to LKAN 2/2026, the Federal Government’s ABT declined by 1.1 per cent to RM102.032 billion in 2025, from RM103.158 billion in the previous year.

The ABT balance in 2025 comprised RM50.845 billion in Recoverable Loans and Advances and RM51.187 billion in Miscellaneous ABT.

The report also stated that repayment schedules for Recoverable Loans were not adhered to, resulting in RM8.084 billion in arrears, while RM578.32 million was written off.

Mohd Isam said the government needed to identify how much of the outstanding amount had a high likelihood of being recovered and how much was at risk of ultimately being written off.

He therefore proposed that every loan rescheduling arrangement made in the future should be accompanied by a recovery plan with clear collection targets and timelines.

“If borrowers are given flexibilities, the people have the right to know the economic and financial basis on which such flexibilities are granted,” he added.

He also agreed with the recommendations in LKAN 2/2026 for the Federal Government to adopt more proactive enforcement and monitoring measures to accelerate ABT collection, as well as to conduct risk assessments related to ABT recovery.
